Rules Governing the Sale of Tests

The tests in this catalogue are instruments which must be used with professional care. The sale of tests is therefore restricted in accordance with the principles stated in the Ethical Standards for Psychologists, published by the American Psychological Association. Eligibility to purchase tests is determined on the basis of training and experience of the individual directly responsible for administering, interpreting, and evaluating these tests. Registration forms are available on request.

Purchasers are asked to note the A, B, and C symbol accompanying the test titles in the lists.

  • Level A.  Available if the person administering the tests has had undergraduate courses in testing or psychometrics, or sufficient training and experience in test administration.

  • Level B. Available only if the test administrator has completed an advanced level course in testing in a university, or its equivalent in training under the direction of a qualified superior or consultant.

  • Level C. Available only for use, by, or under the supervision of qualified psychologists, i.e., members of the American Psychological Association or the Psychological Association of the Philippines or other persons with at least a Master’s Degree in psychology and at least one year of experience under professional supervision.

Approval for test purchase is withheld or withdrawn when there is evidence of violation of the principles and practices of testing and counseling commonly accepted by professional psychologists. No tests are sold for self-guidance, nor to any individual or organization engaged in testing and counseling by mail.

Graduate students may purchase tests for study, research, or practice only if the order is countersigned by the instructor who assumes responsibilities for the use made of the materials and who meets the qualifications for the test level. Authorization is required for each order.

Test users are urged to guard against the improper use of tests and to protect their value by keeping tests and scoring keys in locked files or storage cabinets accessible only to authorized personnel.

Tests and test materials for library reference use are sold only upon the assurance that they will be kept in locked files or cabinets accessible only to educators, professional psychologists, and graduate students authorized by their psychology professors to use them.

Accredited test purchasers are also required to get their School/Company representative authorizing the purchase of the tests, and their over-all head, president, or managing director to read and sign the TERMS AND CONDITIONS GOVERNING THE SALE OF TESTS. This is to impress on all of them that they have an ethical as well as a fiduciary responsibility over the test materials. This cannot and must not be taken lightly, as the validity and usefulness of the tests to all their users rest on their continued integrity.
